THE CITY'S STATED REASON

Hanford's rate notice says the wastewater utility had been spending down reserves and cites operating costs, debt coverage, and approximately $7.4 million in capital projects over five years, including treatment expansion, lift-station repairs, and sewer-pipeline rehabilitation.

HOW THE TWO RATE ACTIONS FIT TOGETHER

The October 18, 2022 action approved an initial 10% increase and four annual 4% increases. The July 2025 rate reached $31.19. In 2026, Hanford adopted a new refuse schedule beginning at $34.31 and continuing through 2030, replacing the previously scheduled 2026 step.

WHAT THE CITY SAID WAS DRIVING THE 2022 INCREASE

The 2022 rate study cited state-mandated recycling and organics services, inflation, staffing, fleet replacement, carts and bins, street sweeping, and the need to rebuild a reasonable refuse fund balance.
